If you want a nation of hundreds of millions of slaves you do it the same way governments do it today, whether they be capitalist or communist governments. Allow the people just enough freedom to have goals and desires that they can realistically achieve, but make sure that achieving any of these goals not only puts the vast, vast majority of these people into debt (paying you interest and making sure they need to hold a 9-5 down for life) but also doesn't give them enough resources to achieve any meaningful independence from the system (ie... you can retire and be financially 'independent', but are always a cancer diagnosis away from debt slavery, and you'll never save enough to achieve generational wealth).
This way people don't really know that they are slaves, meanwhile they pay their mortages (debt), go to college (debt mostly), buy new cars (debt) and don't ever accumulate enough assets to break out of the sytem - because it's designed that way. If people know they are slaves they will revolt as they have literally every time it has been tried. The key is just enough rewards to keep them complacent and producing for you.

If people know they are slaves they will revolt as they have literally every time it has been tried. The key is just enough rewards to keep them complacent and producing for you.
