Iraq is at 16% even though that really isn't anywhere near Africa.

The Carthaginians were colonists from Phoenicia and academia thinks they either called themselves Canaanites (after their religion) or a variation of Punic / Phoenician. The Romans called them Afri which is how we get the modern term African and also a few other terms too I think. If anything Carthage is a retroactive term just like Byzantine Empire as Carthage in old Punic is just gibberish like "New City".

Puerto ricans dominicans, haitians have black dna the same way most american countries do. They were imported during the slave trade days. Italy didn't, there is probably more afro dna in spain from being conquered by the moors for a bit.
