It's always a possibility, but it's more likely to have been a structural failure.

If its structural failure the residents would have seen or heard something happening leading up to the collapse. The building looks kind of old, for a sudden collapse its kind of rare.

Signs would have shown up, cracks in the walls, sounds, leaks etc..

It's possible the residents ignored it due to the cost of fixing it, they probably didn't think it was serious.

Does anyone have footage of how it collapsed? That can actually give good hints about what happened. A lot of times, buildings fall over on 1 side, and that can mean something wrong with the way the foundation was laid out, for example.
