These are Haitian immigrants. The majority of claims like this are made up in the context of power between lower classes and others. Guys like H. Biden probably do wild things, also, and no one bothers him. They only analyze the phrenology or whatever when they consider another man/woman lower class. Most of the time, weak people do not change their class, so the patterns mostly stay intact, injust or not.

Notice no politicians never face successful charges along these lines. It is a bullying technique for those interested in defending/fighting for their power over others. It is not coherent for real players. Power disagreements are all over the place, and everyone shows traits like this given the same social context. They're not clearly defined "bad people". Many are more talented than those with inherited wealth.

These Haitian immigrants were never going to matter. Any hustling at all from them would look bad. No one supports ambitions of low class, likely talentless men like this trying to survive. The problem is not his momentary weakness. It is the fact there is nowhere here for an unskilled Haitian immigrant.
