Before an image is uploaded to iCloud Photos, those hashes are matched on the device against a database of known hashes of child abuse imagery, provided by child protection organizations like the National Center for Missing & Exploited Children (NCMEC) and others. NeuralHash uses a cryptographic technique called private set intersection to detect a hash match without revealing what the image is or alerting the user.
In boomer terms before an image is uploaded to their iCloud (Online) the image's hash (unique string on the image file which doesn't tell anyone the contents of the image rather the image unique file id in a way) is compared to a service that can tell you if that hash is known to be abusive images.

in more simple terms Apple simply checks your images against known cp images without actually having to look at the image before the image is uploaded to the cloud. This is something that nearly all cloud storage providers have already been doing Google included.

They don't scan your images and determine if its cp but more simply check for already known cp

Well as of now the only way any gov/people can force access to your data is by iCloud. Offline file on iPhone is currently uncrackable not even by Apple so iCloud is the one thing you want to disable if you care about privacy/your files.

They do have other tracking methods yea sure but those aren't as important as iCloud or any other mobile operating systems.

End of day when compared to Android, iPhone is better when it comes to privacy. not the best but better
