Well tactically it is probably good to still have a figurehead on the outside who can communicate with the press and the other protesters.

And if he isn't actively protesting then I would think they would have to take time to write up some type of charges to justify an arrest.

It's being debated on right now in the House. The vote is Monday and if enough people don't want it, then it gets removed. The whole idea of an EMERGENCY, like a governor declaring a state of emergency due to a disaster is that you can enact it without needing a vote to get things done first.

Although they aren't meeting in the house today, just read that they told the MPs not to come in because they will be clearing out the main convoy probably.
