The electronic brakes are a separate component from the bearing assembly, so they wouldn't have necessarily prevented bearing failure.

We could speculate that ECP brakes could have prevented derailment though.They are a superior system, slowing the train quicker and uniformly across its length which helps prevent the cascading failure caused by various weights of rail cars slowing at different rates. I think transportation systems should be modernized, and government regulation is often the catalyst needed to make it happen. I disagree with putting too much emphasis on accountants making a cost benefit analysis, which may or may not have happened in this instance, but that's how the law was written.

We can also speculate why Biden didn't attempt to overrule the DOT's previous decision. Maybe he didn't know, it wasn't a priority, or agreed with it as it stood. I don't put much faith in whatever they are saying after the fact.

I'll also add that I understand the ridicule of Trump and Trumpers in the aftermath of this. There are valid criticisms of applauding deregulation for deregulation sake, which absolutely happened and was made a hallmark of the last administration. Arbitrary 2 for 1 deregulation EO's is not a logical approach.

I'm halfway with you on this. Republican politicians aren't known for putting regulatory pressure on corporations. To be fair democrats are not much better but at least seem willing to make changes when forced to by circumstances. Trumpers are flat out retarded in their zeal for mindless deregulation, even making memes touting hundreds of repealed regulations with no fukking idea what each of them were about.

The NTSB seems to want to operate in a perfect world though. Yes, trains are just a collection of parts made from steel that can easily be checked and replaced making failure 100% preventable. In the real world that's bullchit though. The only way to 100% prevent failure is to not run the equipment.
