It just means something less than "spouse".

If you are dating or married to someone who uses this terminology, make sure to treat them accordingly. Don't ever spend money on a person that is your "partner" as they should have their own money.

I once dated a girl who called me "partner" while also demanding that I paid for everything and basically trying to call the shots including being in an open-ish relationship. And I knew it was time to start pushing her out of the circle.
