John Cafaro is partial to a cigar, according to David Skolnick, an Ohio political journalist. Cafaro, 74, is a businessman and Donald Trump’s neighbor, and was reportedly handed a $1.7m no-bid contract to clean up the Lincoln Memorial Reflecting Pool in Washington DC.


He runs an investment trust with a portfolio that includes Greenwater Services, the company at the heart of the controversy over the pool’s refurbishment. The work was a disaster: algae turned the water green and paintwork peeled off the bottom.
