why not have it recording prior? The officers have to turn the cameras on? Seems contradictory to the point of police wearing body cameras.

Not sure how Chicago's cameras are setup but a lot of times it's whenever they draw/unlock the holster safety on their weapon or something like that. Having cameras record 24/7 is a whole different topic.

The delay in audio recording is intentional and a whole different issue again. From the manufacturer -

-He didn't have a concealed carry license and was carrying illegally.
-He started pulling a gun while turning to run from the police.

In this case, he was breaking the law selling loosies on the street (we've seen that before in NY), and his resisting arrest cost him his life.
