Long range it's sattelite and intel. Then they send a first wave of drones to which the AD systems have to react. This way they can precisely target the active AD system with the 2nd wave.
3rd wave is what's then gets through and hits the refineries or defense complexes.

For the intermediate strikes (Crimea, Occupied areas) it seems that Ukraine has developed some kind of AI-driven autonomous targeting (probably with the help of US/EU tech know-how).
