California is an oil rich state and used to be almost entirely oil self sufficient decades ago. IIRC, they are now the most foreign oil dependent state in the US, relying almost entirely on the Middle east. This is a direct result of extreme regulation that has also led to refiners leaving the state just a few months ago. Trump recently enacted an emergency order to allow off shore drilling again in California and they are fighting him in the courts.
Intentionally, or unintentionally, California politicians are destroying their economy. I am really beginning to believe this is all intentional given the stories about foreign influence within their local government, mainly from China. It is the same recipe China used in Canada.
