Landlords are up in arms about proposed City Council legislation that would bar them from examining the criminal records of prospective tenants, which they claim could let drug dealers and other criminals into buildings.
“There is an obligation on the part of owners to provide a safe home for tenants,” said Joe Strasburg, who runs the landlord industry group, the Rent Stabilization Association.
“If this bill passes, you won’t know who’s living next to you — whether it’s a drug dealer or a ****phile,” Strasburg argued. “They have a right and an expectation to feel safe in their homes.”
State laws that bar many sex offenders from living within 1,000 feet of schools, playgrounds and other facilities used by children would still apply.
The bill’s chief sponsor defended the measure as a way to ensure that those with rap sheets get an opportunity to find housing and avoid the city’s notorious shelter system as they try to restart their lives.
“When someone comes out of prison, they’ve paid their debt to society and they deserve to be able to live in a home just like anyone else,” said Councilman Stephen Levin (D-Brooklyn).
“A lot of the people who have criminal records have criminal records because of minor drug convictions,” he added. “Someone with a minor drug conviction in their younger days — sent to prison because of the draconian Rockefeller drug laws that we’ve reversed — should not be forced to live in a shelter for the rest of their lives.”
The background check ban would be in addition to an existing 2008 city law that bars landlords from examining how tenants can pay their rent, which housing advocates long complained that landlords had to block lower-income New Yorkers with housing vouchers from their buildings.
The bill is slated for a Council committee hearing on Tuesday along with a package of bills aimed at expanding the Big Apple’s housing voucher program for New Yorkers who are in shelters or at risk of eviction, known as City FHEPS.

Since the BLM cuckening all the Karen suburban housewives who previously were against section 8 are now virtue signaling about how we need future engineers and doctors in our city.
One part of McKinney got fukked because of that infamous video of young section 8 Doctors invading an HOA pool and attacking residents, the cops came and tackled a sweet precious angel and it was all over the news as evil police racism against God's most perfect creatures.
Since then that HOA no longer enforces the rules and you can imagine how that worked out. Thanks to the importation of Engineers they also elected a massive racist, wife beating councilor who tried to get a cop fired for giving him a speeding ticket.

Or what about if you know he did 10+ years in prison and just got out. You don't know anything about him. What his crimes were. Etc. Because the system changes to where that can't be researched. Would you be like, lets give him a chance and take a risk he's not a violent criminal?
Its one thing to screen someone and know what your getting into. Its another thing entirely to make it to where people have to be kept in the dark about someone's past when they pose a potential risk.
They are making it seem like they are protecting people who got busted smoking weed or some other 'harmless' crime with this bill. The truth is they are protecting felons that are convicted of a crime. Big difference between someone that commits petty crime and someone that racks up felony convictions.

I dunno, this doesn't seem like an awful law by itself. A Landlord is always going to run a credit check as well, which is really going to tell you if a person is worthy or not. My family owns a bunch of properties, and I personally wouldn't have any problem renting to someone who has good credit but had some issues in the past. Someone like them is more appealing than one of these trust fund commie kids who can pay rent but might decide not to.
As with most feelgood Dem policies, this will just make housing less available to the people this is intended to help though. Because Landlords will have fewer tools at their disposal, so will make more decisions based on gut feeling and will exercise more caution.

There are enough clean candidates that the landlord doesn't really need to consider someone who's not. They have paid their debt legally, however morally is not up to them or the state, but rather other individuals who have their own set of standards and beliefs. I would not hold a small charge 10 years ago against someone, but a landlord must rent to the tenant he believes will take care of the property best and also pay on time. To some extent you could argue many people who have been to prison might actually outwork people who have not, perhaps out of fear of going back, but again that's something that has to be proven. Unfortunately when you go to prison there is a stigma that comes with that, right or wrong. I realize that's what this law is aiming to get rid of and it's a noble cause for the cases of petty theft or some small drug charge, but the correct response is to better distinguish the crimes initially from being felonies on the same level as more heinous crimes or denote it somehow on the background check so that it doesn't come back in the same light as someone with 15 charges of violent crimes. Perhaps financially incentivize landlords to take on 1 to 2 people with priors (smaller chargers nothing major) and see how it works out for a couple years. You can believe that there will be some people who find out about the persons past and actively try to avoid them or perhaps even become confrontational with them if they feel personally threatened.

This type of thing is preventing people with sex crimes, violent crimes, theft/burglary, etc. from moving into their properties. But the politician wants to block it.
