he wants companies to pay employees less if they don't work at the office instead of WFH

I don't see the issue ...
The daily commute to work + the time and effort needed to get out of bed, shower, fix hair, get dressed etc. ... for many people, those actions are more annoying than the actual job itself.
Assuming their job responisibilties are the same -- those people who have to come in the office should get paid more than those people who work from home.

Key word is civil servants though. Government employees are literally just one step about welfare recipients in terms of their complete lack of work ethic and utter dedication to doing absolutely nothing other than sitting on their azz and drawing a salary.
Government should be looking for anyway to cut costs that they can think of. Better yet, they should just fire 95% of their employees and hand those saving off to the taxpayer.

People should be compensated for their commute. Maybe not at the same rate they make at work since it's just driving but the commute is very much a part of your job.

The fact that a politician is trying to lower the costs of that chit-tier labor, savings that will-- in a direct, lineal fashion-- be handed back to the taxpayer, is absolutely incredible.
If it was really my choice, I think the best thing to do would be to just slash and burn. Reduce employment by 90% (or more if feasible) across the board. You'd save so much money (that again, would be passed on directly to the taxpayer-- aka you and me) that hell, you might be able to give the ones who didn't get chitcanned a raise to reward them for not being complete incompetents!
I would feel completely differently if we were discussing a private business that had a profit motive that required them to provide a service which correlates to their pricing. But we're not. We're discussing the largest money pit in the history of human civilization: the government. Maybe they would stop pissing and moaning so much about having to work from the office like almost everyone else in a similar field too. We call that a win-win brah.
