I don't think that's on the table. They're discussing apps/websites where the data is hosted with an adversary.

I think the assumption is that the adversary government is going to be doing something bad with the data. Mining it for intelligence, info for blackmail. And using it to feed machine learning/ai in ways that can be weaponized against our population...
