Drew is not really a heel. He turned to more of a loner. But doesn't insult the crowd or cheat in matches for cheap heat.

Judgement Day - Damien only gets heat when beating up Truth. Mami is a heel, but doesn't have heat. Finn and JD have X-Pac go away heat. Dom has heat. Okay so yeah Dom is good heel.

Logan Paul- Good heel. Good heat.

you said other than bloodline and then named like 7-8 other people. i think maybe the problem is the heels are too cool/over with the crowd.

Rock is way cooler than Cody for example. he clowned him on the mic then slapped him around making him bleed on a weight lifting belt dedicated to his 'mama.' like obviously that's way cooler than anything Cody's come up with in this feud. It's not easy to create babyface characters and make them cool.
