Racism v Stereotypes

Why is it not considered racist to say that black people are generally better athletes, or that they have bigger peckers; whereas, some consider it racist to say that blacks generally do poorer on standardized tests and tend to show up late for meetings?

I think the two have become conflated by the leftist agenda to get us all to fight with one another.
