The top ones sitting on the chair would be King and Queen (note the outstretched, merged arms). Maybe it means it was a union of two states?

The two beneath them (who they are controlling like puppets) would represent their court who administer their rule (the outstretched, merged arms may represent unity?)

The two beneath them (who they are controlling like puppets) would represent even lower officials, who in turn control the military, who we can see fighting in that row.

The fourth row may just resemble the plebs who watch & worship these events.

You kind of got it . But this should come to you at first glance this shouldn’t be a complicated picture lol

The last row is the tax payers ie you holding the whole system up

every nation is controlled by one and no nation exist

Is the same exact pic as the Egyptian one. Describing the same exact system with more rows of puppets because there is obv more than 4 rows until the top. There is probably 13 rows maybe more
