They have never really been that sharp. Their advantage was always numbers.
back in the soviet days, they were scared that some general would amass power and be able to0 control all sorts of forces and use them against the state so they compartmentalized the leadership.
In essence, the navy couldnt talk with the army, the army could communicate with the air force and so on. That way the decision making power stayed at the top with the politicians and not the generals.
Obviously on the battlefield this would create chaos and constant workarounds which would take away from the effectiveness of the fighting force. Imagine the logistical nightmare of just getting fuel or rations to troops from different branches.
Obviously the soviet state is gone but those lessons die hard and they have never fully integrated their forces as those old hard line fears of being overthrown somehow always linger with the higher ups.
Then there is the absolute stpudity of the front line troops. They didnt get troops from a robust middle class, it was always the kids on the outskirts who never had it together enough to make anything of themselves. Zit was military or crime, most times a combination of both. Plus a ton of guys from the far eastern regions who god only knows what they are up to.
The officers were really the only ones they trusted to fix expensive equipment like tanks and aircraft so most of the technical maintenance was done buy officers. Unlike how we do it here clearly.
This creates mistrust at all levels which will reflect on the battlefield as well.
China has basically this same military structure today. No middle classes are in the military, just the lowest rung of society, obviously no upper classes. They are basically like 1980 level soviets when it comes to their structure.
Their technological infrastructure is also about 11980's level soviet style.
Looks great on paper but in reality, we would wipe their troops form the battlefield, burn their towns, destroy their factories, cripple their future and breed them out of existence.
