Whether or not cardio is more effective than resistance training is debatable. It's debatable because it's always true that the routine someone is able to commit is the most effective routine for them. Telling a guy that hates cardio that he needs to do more cardio isn't very helpful. Effort level is essential and, especially regarding cardio beyond beginner level, it is very easy to sandbag when you're not into whatever it is you are doing.
CONSISTENCY is the only skeleton key, so to speak.
That said, focusing on this one dimension of cardio (weight loss) overlooks a plethora of other benefits that are as or even more healthful than weight loss in and of itself.
