The moment "close friends" ask for money it's over.
Educated men in their early to mid 20s should or must know that friendship ends the exact moment when money is involved. Especially loans.
He may pay back he may not. The problem is there is a certain level of subconscious trigger enabled the moment you loan a friend money. The moment you give it to him not even but rather the moment when he asked for it. Just asking puts your friendship in jeopardy.
Your part would be to get informed on the topic and explain it to him very thoughtful and thoroughly.

Never loan a friend money. You only GIVE money to them WHEN you deem it a truthful necessity.
If I ever give money to a friend I will never ask for it back. Giving is great tool in life. Just make sure you make the right decision when you do.
