Took your advice and it was some commercial looking building in Miami. Ended up canceling the transaction and sending a second chance offer to the guy who also bid $120 but has 61 transactions with 100% feedback and he accepted it.

Still not sure if scam or not

I ordered a used phone last year, seller shipped an empty box with tracking info.

I put a claim thru ebay "item not received" and it was immediately rejected because of the shipping info. I was basically fukrd through both eBay and PayPal because of it. Couldn't put another claim in.

It was quite the scam/loophole. I was able to use my credit card to fight the charge and thankfully I got my money back.
