They should just force kids that start failing to stay after school every day for 3 or 4 more hours to study and retake whatever they fail, before they start falling behind. If they refuse to show up to school, they should be kicked out. That would force the parents to pay closer attention to what's going on.
Barring mental limitations, which I don't think most of these kids have, they can learn algebra, chemistry, whatever. It's just a matter of sitting down and consistently studying.

Boyyy let me tell you bout Baltimore schools. I never went to one, but I did do some construction work in elementary schools there several years ago. I once saw this room that was a "timeout" room. It had like four literal solitary confinement, concrete rooms with steel doors and a thick glass window. Inside had one of those big circular mirrors in the corner so you could watch the kid from the outside. But hey they painted flowers n chit on the bare concrete walls so it looked more kid friendly. It legit made my heart a little sad thinking that they were basically grooming little kids to be prisoners if they misbehaved. I can't imagine making trouble as an 8 year old and some teacher locking me in a bright, solitary confinement 8x8 concrete cell.
