A shocking discovery out of a Baltimore City high school, where Project Baltimore has found hundreds of students are failing. It’s a school where a student who passed three classes in four years, ranks near the top half of his class with a 0.13 grade point average.

Tiffany France thought her son would receive his diploma this coming June. But after four years of high school, France just learned, her 17-year-old must start over. He’s been moved back to ninth grade.

“He's stressed and I am too. I told him I'm probably going to start crying. I don't know what to do for him,” France told Project Baltimore. “Why would he do three more years in school? He didn't fail, the school failed him. The school failed at their job. They failed. They failed, that's the problem here. They failed. They failed. He didn't deserve that.”
As we dig deeper into her son’s records, we can see in his first three years at Augusta Fells, he failed 22 classes and was late or absent 272 days.

Is half the school actually doing worse, or do they adjust class rank for demographics like lots of blue cities now?

When I was in NYC, they used to try their hardest to place the rejects into special education. So they wouldn't lower the graduation and gpa averages of the school. Apparently if someone was in special education, their grades wouldn't be counted against the school.

“Kind of. Sort of. But not really,” replied the former student.

The former student was given a certificate of completion. Certificates are listed in Maryland law as an alternative to the traditional diploma. They don’t count toward a school’s graduation rates, but students can take part in the ceremony. The former student says there were other students at Briscoe Academy who didn’t deserve to graduate or earn a certificate of completion.

“I can say some people who graduated shouldn’t have graduated,” said the former student.

Project Baltimore had obtained copies of final grades and transcripts for two of Briscoe’s 2019 graduates. One student was absent or late 110 days during his senior year. City School records show he failed science, a required class, with a 59. But his transcript says he got a D-.

I've heard rumors that certain public school teachers aren't permitted to give student F's during remote learning unless they can justify themselves in front of school administrators.
