Covid has wrecked the cruise industry and any outbreaks onboard are a PR nightmare that will continue to keep them from sailing and making money, regardless of the volcano circumstance. The cruise lines want to help but they want to make money more. The only way they can do both is by only taking people who are vaccinated so they can tell future cruisers that guest onboard safety is more important than anything else.

Great point. However, I think that leaving people to potentially die or suffer extreme hardship is a worse PR move. I think that only the most brainwashed people will applaud the company for what they did, but... Given the state of many people in the west, maybe they will applaud the cruise ships for their discrimination and say "they deserved it for being unvaccinated".

Also, it's not just the cruise ship that has announced discrimination, it's began in different contexts around the world. Have you seen Israel?

Companies and governments will have different incentives and reasons for the discrimination, but the outcome will be a 2 tier system.
