Oh they totally had the option to. But they never went for it. Then Guinsoo went off to Riot, and Icefrog and others went to S2 to make HoN. But then Valve offered to give Icefrog total control and make a true successor to DotA so he and a lot of the srs devs left for Valve and made DotA 2, which is pretty much a faithful transformation of Icefrog's vision to a stand alone game. Blizzard could have hired Icefrog for like 100k a year when he was a custom map maker and made billions and billions off of DotA.

They failed to take the lessons of the market, that have proven to work time and time again. Look at Counter-Strike. Valve saw its success as a mod and bought it for a huge win. And then u have Dota/LOL success. Then you also have chit like dayz pioneering the br genre. Mods and independent creations are where the coolest new games come from.
