Perfect example of this from the Navy. Sometimes you have to work late, just the way it is. not a huge deal.
Bad boss- its 4pm, ready to get off work. he asks where I am going. i tell him its time to go home. He says, youll go home when I tell you to go home. He knew the tasking all day but never told anyone about staying late so they can arrange to pickup their kids and wife and such.
Good boss- finds out the same tasking, call in the supervisors and tells them whats up and why. Gives them heads up to make plans for their kids and wives to get picked up.
Good boss, you would be almost glad to stay late because you knows he cares.

They get the best out of the people the are responsible for. There is no formula to this.
This can be being a bitch shield from the business to let people do their job
It can be fighting resource or money for their team
It can be telling senior leadership why something can't be done or why they are off track with what they are asking for
It can be raising the profile of the team and finding new projects to get funded
It can be taking the heat off someone in their team or finding ways to make their lives OK when chit is going south
Etc.
All manager titles are also not the same, eg. project management is totally different to line management or being a functional head.
