It wasn't a known stolen vehicle it was a car where the license plate didn't belong to the same make/model. When someone does this, there's generally another vehicle (the victim's vehicle) that also gets it's license plate changed to the wrong make/model. Stops like this are done alone all the time, you don't want 4 cops and 3 cars at a traffic stop of a soccer mom where someone just stole her license plate.

It's also risky when someone is in a residential neighborhood, it's easy to get away, easy for them to pull into a house (possibly theirs) and run in, and you end up "losing" any possible enforcement of the stop unless you go full out and get a warrant for the house, call out detectives/swat, etc, which isn't always realistic. I've pulled over known stolen vehicles by myself when they pull into residential neighborhoods for similar reasons. They know you're following them and sometimes it's easier to at least go lights and sirens and get some power of the law on your side before they just randomly start running and get away without there ever even being a pursuit since you never turned on your lights.

Going to the ground with one person is always risky though, generally in a 1 on 1 pursuit I like to keep some distance and just call out their information, if they surrender (they often do) you keep them at gunpoint until other officers come.

As per the actual video, it's a lot easier to resist arrest than to get someone in custody. The cop was obviously pretty gassed and a taser is absolutely a deadly weapon especially in the wrong hands. If you're getting gassed and the other guy doesn't seem to be, and he is gaining control of your deadly weapon, the suspect is forcing your hand. Will he use the taser on you until you die? Who knows. Not a change I'd be willing to take though, the suspect was given plenty of chances already. It's quite clear that officer didn't start his day looking to shoot someone in the head.

It is not a deadly weapon, drive stun (the only option available after the prongs are used) is only used to inflict pain, and not incapacitation.

The Taser 7 is capable of firing two sets of cartridges, which can be engaged almost indefinitely if you hold down the trigger. That is absolutely deadly force. You can incapacitate someone with electricity as long as you want to, regardless of what happens to the first set of prongs. Drive stun and prong deployment are two separate things. They can work together, or not. The officer fired one set of prongs, as you can clearly hear. There's still another in the Taser that can fire and is absolutely still a deadly weapon.
