While intelligence itself is pretty nebulous, I think most would agree someone like Von Neumann had something special. I could restate it in more concrete terms as mathematical ability or scientific prowess, memory, or some other more concretely defined and measurable trait.

Eugenics was Sanger's reason for getting Planned Parenthood started. I was pro-choice as a kid by default because everyone I can remember was. As an adult a fair amount of the reason I'm pro-choice is we don't need a growing amount of mouth breathers. We have enough problems as it is.
That's the negative side. I don't know how we create positive eugenics for society without intelligence separation from an early age, though I have a feeling we'll have a reversal of past trends. The reasoning for the following is a bit more than I care to type out now but I see the trends of people who have more kids than average becoming more on the extremes. People stuck in generational poverty will continue to have kids by mistake, the more intelligent or more ambitious people having more kids than average, the big group in the middle who are content to work in a cubicle for 40 years almost no kids.

Except I don't think Wincel's idea is really eugenicist. It is more of a suggestion to study and isolate the factors involved in intelligence.

There was just as much interpretation of eugenics in a positive light, like encouraging people with good genes to have more kids, as there was negative interpretations like demanding undesirables to have less kids.
Even something like genetic counselling would have fallen under the concept of eugenics in the early 20th century, like discussing with a couple the odds of passing on particular traits they have. Eugenics at its inception was just as much an idea to have a more intelligent and more healthy society as it was some attempt at control over who mate with who.
Eugenics as biologically based racism is a very Nazi thing and that didn't appear until the 1930s. Thing is, Nazi eugenics is pseudoscientific horsechit and I know you would never adopt pseudoscientific horsechit.
