Suburbs in upstate have been stagnant or losing population for 40 years. The only ones growing the last several decades are near NYC. The suburbanization you're referring to happened in the 1950s-70s and stopped back then, except near NYC. Otherwise the most you'll find is some very rural towns have grown a little bit in the last 50 years while the suburbs all stagnated.
Damn I thought Buffalo had rebounded more than that. The city and metro are both growing again at a nice pace, but looks like Rochester and Albany are the only two upstate metros that consistently recorded population growth since the 50s.

Does that make any rational sense? Of course not. What kind of world is this that it cost $400 M and that includes even if they pay to house them.

Just like Cuomo imo got kickbacks for putting covids into senior citizen homes, it is likely that there are massive $ kickbacks being given to NY politicians for this.

Apparently it costs $4400 per person for a company to bus people from NYC to other parts of the state. Money laundering and racketeering, the NYC political process.

so the state and federal government employs more people than billion dollar companies in Buffalo.

and it's still inefficient AF.

That of course doesn't include people who work for the city or towns and I think that federal govt count is a bit light. And of course other government employees like teachers aren't included in what you mentioned either. Definitely a case of don't bet on bloat. Once you include all the types of govt employees and pensioners of various govt like I said probably 1/3rd of the adult population is either a current or retired government employee. Brutal. Maybe 5-10K illegals can bring some bigly economic prosperity to the region
