A lot of those states just don't have much going on in terms of industry. Hundreds of thousands of acres of woods/forests. Or in the case of NM deserts. For work they might have timber industry, mining, or agriculture. But even then that's not the sort of industry that's going to make a state a power-house of high income.



I know quite a few people that have second homes in Arkansas & Mississippi for hunting and they rather enjoy their second places as a way to get away from the hustle of busier cities/crowds.
