Obviously idiotic but this is likely someone who always has and always will live paycheck to paycheck (if she even works which is unlikely).

Got a life changing amount of money and took for her what was a once in a lifetime vacation. Now when she has no funds for rent in a month and has other debts outstanding that she’ll never pay is she a POS? Absolutely. where does it say its reparations? according to the article its "taxpayer-funded program for impoverished families" and a "pilot program designed to help those living around the poverty line"
