SCOTUS is currently reviewing the case of free speech on social media platforms. Kavenaugh, and other justices, specifically stated during the hearings that the 1st amendment is specifically to restrain government, and it cannot restrict speech, including hate speech. If they try to pass laws, rules, regulations, fine, or imprison anyone based on speech, even hate speech, the court will have to rule against the government.
This case is going to be a key element in deciding future speech cases that will be coming down the line.

That could be taken to mean he simply thinks the government can't pressure them to publish certain things, but it could also mean he errs on the side of allowing them more power over content moderation even if it is biased…. or maybe his views have changed one way or the other in the years since.
