I went to a nice HS in the richer part of town, where all the black kids were from well-to-do parents (lawyers and stuff) so they were cool, and not loud AF or fighting types. Germany and Japan were destroyed in WW2, and they bounced back in a few years. Germany went from the being the poorest country on earth after WW1 to becoming the most powerful country on earth in like 3 years. People who lived in landlocked or resource poor environments have gone on to create the greatest civilizations to ever exist in history, so no, an area cannot be inherently poor.
