That's pretty much exactly the same difference in the OP scenario between a cop being attacked and a random private citizen being attacked, because there is a reasonable assumption that a reasonable person can make when there is a uniform police officer involved that you cannot make if it's two regular private citizens

But what you don't seem to grasp is that one of the parties involved being a uniform police officer is a huge factor in the scenario, and an otherwise equal scenario without a uniform police officer is never going to be equal or viewed or treated the same by a reasonable person.
And when it comes to using lethal force in defense of a third part, you better at the very least be able to articulate really damn well why you believed what you did. The guy getting beat being a uniform police officer is a pretty damn good case..

Wow he must have been very confident in his shooting to shoot at a suspect on top of another person. I don't have any experience with handguns, but I would assume that it is a very difficult to have a precise shot under that much pressure??
At first I thought it was a bit crazy to drop your gun when you in this kind of situation, because you wouldn't know if there's more suspects around. But probably a smart move on his behalf, when back-up arrives, there's a dead man lying on the ground and you're the only one standing there with a gun...things might not go so well for you...

People break up fights all the time without having to resort to shooting someone to break up a fight.
Just rugby tackle him off of the cop, hold him down with the cop, wait for backup, cuff em and go about your day.

On the flip side, we have no idea what the cop did either. There are bad cops.
I'd probably be one of the frozen people in the cars.

I don't think dropping the gun was a great idea but if there was a situation to do it, that would probably be it. Since he had it in his hands the whole way up I'll take a guess that he had it in his car and not holstered on his person (I haven't read one way or the other), otherwise holstering it and staying where the embattled cop can see him and point him out to other resopnding officers as a good guy seems like a good move. Just don't want to put your only gun out there where anybody can walk up and get it if you can help it

It's unfortunate for the shooter, he did what needed to be done, but it seems clear it did not effect him positively

A high enough shot shouldn't have the officer on the other side of it, ideally. And a defensive pistol should be loaded with JHP which really helps reduce that chance. It's missed shots you have to worry the most about doing collateral damage. Is there a high chance that a 9mm or .45 bullet could travel through the suspect and cause collateral damage to the cop or surrounding people/objects?

Does a citizen have departmental insurance if they're disabled or killed?
Nope.
What does every first responder have drilled into their heads?
Your safety is priority number 1.
Regular folks have even more to lose if things go bad in that kind of situation, can't get on your high horse about them not intervening.
