I would assume #1 (always assume the best in others) but it could very well be #2. He is a young manager, he's an inexperienced manager, and he is trying to assert himself in role even though he's doing it very, very badly. Why pick on you? At a guess, because your brother in law used to do hold his position, so you get to be the target of his "there's a new sherrif in town" message.

This is bad management, but unfortunately it's classic bad management. The person who constantly needs to "prove" he is in control/above you, is saying a lot about how comfortable he is in role.

There are three kinds of power in the workplace

Relationship Power (we've worked together and know each other, and are friendly or at least trust each other to handle our part)
Expert Power (you have specialized skills/knowledge of your area that I don't, so I defer to you on questions of scaffolding)
Role Power (Boss/Subordinate power, or I work in a critical department, etc)

Role Power is the strongest of the three, but you should use it the least. Can you imagine if I went around telling my team "Do XYZ because I'm your boss and can fire you if you don't"? When I ask my team to do something, they of course understand it's not a request, but I have only had to "play that card" maybe 5 times in my management career. If your boss needs to "put you in your place" because he's the boss and you can't fight back, he's coming from a very small power base.
This guy is 40+ yrs old and has supervised on mining sites so not inexperienced.
