I am as pro-cop as anyone, but I don't see how this was justified at all.

Not sure why such basic road safety isn't federal already. I believe in most states you are supposed to move to the center lane if possible when there is a vehicle stopped on the shoulder/right lane for any reason.
It's to avoid needlessly killing people.
Something like "police must allow drivers to exit the highway and stop in a safe location to receive a traffic citation if there is an exit within X miles, or alternately to travel to an area with a safe shoulder prior to stopping".
I mean c'mon, this is a traffic citation, not a armed robbery getaway or a kidnapping.
It would be nice if the traffic citations with fines to be collected were changed to "reckless driving that endangers public safety" and anything else were reduced to a warning, or requirement for completing a safety course.
If the cop can't make the case that you were endangering people [dash cam] then no $$$. Make stops about safety, not revenue.
