If you had $40k of positive trades, and $60k of negative trades, then you not only don't have any taxable gains, but you can deduct $3k of your -$20k net. The remaining $17k will roll forward etc.

There would be zero incentive to be long a position. Depending on the frequency of the taxing, it could mean a HUGE increase in selling, because, why not? This will create volatility and prevent growth if there is consistent churning.
What about people who don't have money to pay these taxes, and that plays a role as to why they are long? In order to pay your taxes, you would either have to sell some of your gainers (which is a huge fukkin issue right there) or seek additional financial assistance.

when it was said last election by rep/dem we must make apple / amazon etc pay their fare of tax instead of creating tax heavens in Ireland or some other place.
everyone was on board but now raising tax rate on corporations is big no no. because reagan trickle down are amazing success.
bezos really sits up all night thinking how he can make his workers earn more.
meanwhile automation is going to kill 40 percent of jobs and without universal income there will be such gap in equality you won't have middle class. going to be poverty and upper 5% class.
