Trump’s case would have been the only big business in nearly 70 years of similar cases shut down without a showing of obvious victims who suffered major financial losses. The main alleged victim of the real estate mogul ’s fraud, Deutsche Bank, had itself not complained it had suffered any losses.

A legit question is why the regulators aren't going after the bank and busting them for terrible due diligence ("I assumed the representations of the assets and liabilities were broadly accurate") which they might still...but that won't let Trump off the hook for fraud.

Imo, it's pretty clear the bank did screw up and they're forced to cya because if they say their due diligence sucks then everyone knows their loans could be unsound. That would also open up individuals along with the bank to their own high fines.

Alleged victims yet no obvious victims. Does that seem like a reasonable standard for a civil fraud case? I already cited the NY codes which noted repeated fraud which affected more than one person. Why was the attorney's office unable to explicitly answer the application of victims in this case?

The obvious victims are the bank, shareholders, and the entire financial system in regards to bad loans. The ag is arguing that it's not true that there was no victim as mentioned in my previous post, but the bank losing out on profits.

Maybe they'll see it like you apparently think on appeal...idk. It does sound like that is going to be what Trump wants to argue on appeal. That the bank is responsible for its due diligence and he had a disclaimer they signed, etc.

However, the ag argued and judge ruled:
James argued and Engoron ruled that the statute doesn’t require victims, only a finding of wrongdoing.

“Timely and total repayment of loans does not extinguish the harm that false statements inflict on the marketplace,” Engoron wrote in his decision. “Indeed, the common excuse that ‘everybody does it’ is all the more reason to strive for honesty and transparency and to be vigilant in enforcing the rules.”

But to the question is this whole thing reasonable or not...I lean yes. Trump isn't clinging to a claim of no wrongdoing, he's saying it shouldn't matter because he repaid the loans on their terms. It seems there was wrongdoing, that the lenders aren't explaining their due diligence beyond, "we assumed he was right", and they were defrauded.

I understand why they wouldn't want to sue Trump because that would alert investors their loans might not be adequately backed by appropriate assets and they have to be careful not to expose themselves to fines or fear in the marketplace.

It's not like Trump didn't have his day in court, he just didn't win. He gets another shot with his appeal process. I would find it more convincing that he doesn't deserve fines if he could establish his estimates were accurate and in good faith rather than him trying to argue that it's not his fault the lenders didn't catch him defrauding them and/or owning up to being duped.

I think that might be about it as far as info out there at this time AFAIK until we see what might happen with appeals.

You misread what you cited earlier. Not sure why it's relevant, but repeated can be multiple instances of separate and distinct acts "or" a single act that effects more than one person.
The term “repeated” as used herein shall include repetition of any separate and distinct fraudulent or illegal act, or conduct which affects more than one person.
If you are correct then it's a slam dunk appeal, but New York doesn't require there to be a traditional "loss" or a "victim" in the way that some are insisting here. The state's business laws are intended to keep an even playing field for conducting business in the state, so the "system" is the victim and the fines are based on the state's calculation of Trumpco's ill-gotten gains. It's all in the judge's decision if you have the patience to read it.
