Generally harassment isnt. It needs to be specific, like sexual harassment but thats a civil law not criminal, unless it becomes physical then its sexual assault or battery. Maybe annoying phonecalls but thats a misd and generally doesnt result in an arrest

If she called the police that many times then they should have forced her to get a restraining order.. She should have contacted her phone provider to prohibit his number so no more calls either.

That's the problem with making generalizations about the law. In fact, harassment is probably a crime in the majority of US jurisdictions. Also, the "no duty to protect" means that an officer can't be sued under federal law for violating the due process clause by failing to respond to calls. Lots of states would allow ordinary negligence suits to go forward for failure to protect.

And while under federal law there is no duty to provide police protection, there are arguably equal protection claims if the officers are discriminating in how they respond to calls. For instance, failing to protect domestic violence victims as a practice could make the police liable, even under federal law.

I was on a jury for a guy who stuck his arm into a baling machine and had it ripped off (not cut, pulled in andrippedoff at the shoulder). Sued his employer. We gave some money even though he was an idiot for sticking his hand into a running baling machine.

The company decided they didn't want to shut the machine down to clear jams (gotta hit those $$$$ goals), so they removed the hand guard and didn't follow lock out/tag out. They were supposed to stick a broom handle into a running machine to try to clear it as fast as possible. This guy reached in without thinking after a 12 hour shift, cleared the jam, which of course sucked him right in.

No offense, but I one time dealt with a woman who had 6 domestic battery reports on her BF, she goes, "I have 6 reports on him, and ya'll still haven't done anything. I asked her, "Did you get a warrant for his arrest, did you get an Order of Protection on him?" Guess what her answer was.
