The vast majority of that 75B in Ukraine Aid money was out dated/about to expire chit from the back of uncle sam's garage.
Now there is a lot in cash and that is a problem, but don't pretend a giving away 200 apcs from Vietnam is the same thing as giving away 500 million dollars.

By just throwing that 75 Billion in "urkaine aid" number out a lot of people are thinking that is 75 billion in real dollars. IT ISN'T. Now it might be 20 billion in real dollars and I have an issue with that, but donating dusty old chit to the Ukrainian war effort isn't the same thing.
