Best to make your own. I have not seen a pre made BOB I thought was worth the $. There's a ton of sights that list what a BOB should have in it, some common sense (First Aid kit, flashlight, etc), some unique to an area (thermal blanket, etc), some unique to your specific needs (meds, etc), condition you're in (weight you could realistically hump), and so forth. My BOB comes in at 28lbs, with a limit of 30lbs as the goal. With smart choices, you can have a lot of useful stuff at 25-30lbs that realistically can be hiked if needed.

Also your story example is based off of me living in/around a big city. You're making assumptions that everyone is in the exact same situation. I'm sorry to burst your small minded bubble but that's simply not the case.

A BOB might make sense for someone living in California where a wild fire or earthquake is more likely to happen. It makes sense for someone who lives in Kansas where a tornado can pop up out of no where. It doesn't make sense for someone in the Northern parts of the country where it rains and snows except for that one time every 10 years where a CAT 1 tornado knocks over some street signs.
