Even if we take your claim as valid, it suggests efforts are being focused on the wrong group(s).

If the goal is to reduce rates of child abuse, I think it would be best to focus efforts on the groups who do most of the abusing - heterosexual men and christian clergy.

So shouldn't the focus be on reducing interactions between heterosexual men and children if the goal is to reduce incidence of child abuse?
