The checks are done in order of what is easiest to verify. Sometimes the requested old username has only a few posts, which makes verification simple. Other times, the user provides some form of claim or proof. When there is no engagement at all and only a request, and the requested username contains a large amount of data or is high profile, verification becomes more difficult.
