There are many more illegal immigrants in Texas than in Minnesota. So, why isn't there riots and chaos in Texas? It is because Texas State and local officials fully cooperate with ICE and DHS and because the politicians are not involved in protecting illegals who may be participating in fraud. Nevertheless, the fraud is a fraction of Minnesota's.

Fraud exists in Texas and it is actively prosecuted. Texas Medicaid Fraud Control Unit recovered over $125 million and secured 123 arrests in 2025 alone, plus involvement in large national healthcare fraud takedowns, but nothing comparable multi-billion-dollar, systemic scandals in welfare/social services programs have emerged on the scale of Minnesota or California. Texas sees more typical cases of individual recipient fraud, identity theft in unemployment/SNAP, and healthcare provider schemes, without the same concentration in state-administered welfare programs.
