I think it could work if you did six days per week with 45 min per upper bodypart with 2x sessions for legs. Your conditioning might suffer if you didn't do cardio as an add-on or intentionally program high intensity movements. Something like this:

Chest
Back
Legs
Shoulders
Arms
Legs
Off

Will longer sessions be detrimental? Maybe if you're doing weighted burpies or heavy compounds, but the average gym goer waiting for equipment and dicking around on their phone will probably need more than 45 min.
