Relevant factors include but is not limited to whether the image was originally posted by you yourself, if the intent is identification (i.e. doxxing) or mockery, whether it has been edited, if it's to be considered a derived work, and whether it contains sexual or explicit content - all of which are taken into account.

I do not know if the other user is obsessed with you or not. You seem to interact on multiple platforms but I can only help you here. Please reach out to the other platform owners if you experience harassment.
