Update:

Saw my bitch ass neighbor. I was getting ready to square up i stared him down and he glanced back and looked at his feet. All of a sudden he doesnt stare anymore.
So what i got from this is he probably had a knife or mace earlier when he was staring me. Now he didnt so he didnt want the smoke.

Not gonna pay attention to him from now on.
