A super common story is, some normal tax paying white guy hurts his back, gets prescribed some painkillers, then it progresses to getting addicted to heroin. There might even be a few of them posting here.

You can't just say personal responsibility on this one because of how addicting hard drugs are. The blame primarily falls on having the misfortune of getting on the hard drugs in the first place. If you hurt your back, that's not your fault. If the CIA actually pushed drugs on communities with impressionable kids and such, the blame really is on them.
