I'm not sure but I'll attempt to answer this. The betas think fedoras give them a hint of mystery, the dark, brooding iconic heroes like that of Humphrey Bogart and Clint Eastwood. Fedora, cinematically, hides the eyes with a tip of the wearer's head, this half-face concealment gives off a silent, dangerous, sophisticated look. It is a throwback to the olden times, where it was seen as a livery for gentlemen, writers, intellectuals. That look is now adopted by social outcasts who clung to this throwback as a device to set themselves apart from the norm, to seem different, to acquire an identity. What the betas don't realize, is that this throwback is already a cliche', for every 5 base-dwelling freaks, 4 of them are wearing fedoras. It's a kind of permanent role playing they think would enhance their aesthetic or appearance, giving them more character.
